You only need to use reg-under lines when the reg and reg-to drawings use different color inks, so you can control which color of ink shows where lines cross.
Use reg-under ink only when:
Otherwise, use reg-over ink - which is the default. If the lines are different colors, the reg-to line will correctly appear above the reg line; if the lines are the same color, it doesn't matter which is on top, so you save unnecessary work.
